FAQs About Benefits Coverage for Employees Placed on Leave of Absence (LOA) Due to Single Site PCH Staffing

  • What happens to my HEB Manitoba benefits coverage if I am placed on an unpaid LOA due to single site staffing?

    When you are placed on an unpaid LOA due to single site staffing, you will have the option to either prepay to maintain the coverage you had before the start of the unpaid LOA or to waive (temporarily suspend) your coverage while on the unpaid LOA. 

    Contact your employer to arrange to complete the required HEB Manitoba LOA forms. 

    If you choose to prepay and maintain your Disability & Rehabilitation (long-term disability) coverage:

    • You are eligible to apply for D&R Benefits if you become ill or injured during your unpaid LOA.
    • You maintain your original D&R Effective Date of Coverage
    If you choose not to maintain your Disability & Rehabilitation coverage:
    • Your D&R coverage terminates and you will not be eligible for D&R Benefits should you become ill or injured during your unpaid leave of absence,
    • When you return to work to Active Service, your D&R coverage will restart and you will have a new D&R Effective Date of Coverage. If you stop working due to illness or injury within one year of the new D&R Effective Date of Coverage, the Pre-existing Condition Limitation provision will apply, and you may not be eligible for D&R Benefits.

    If you choose to prepay and maintain your Healthcare and Dental Plans coverage:

    • You will continue to have access to your coverage and be able to submit claims to Manitoba Blue Cross for reimbursement. You will also continue to have access to your Healthcare Spending Account.

    If you choose to waive (temporarily suspend) your Healthcare and Dental Plans coverage:

    • You will no longer have access to your coverage or your Healthcare Spending Account. If you are on an unpaid LOA at the time you qualify for the Healthcare Spending Account (i.e. January 1), you will not be eligible for the balance of that calendar year.

    If you choose to prepay and maintain your Life Insurance coverage:

    • You will continue to be covered under the Life Insurance plan.

    If you choose to waive (temporarily suspend) your Life Insurance coverage:

    • You are no longer covered under the Life Insurance plan and no benefits would be payable in the event of a claim.

    Is there a deadline to arrange the completion of my HEB Manitoba LOA forms?

    Yes. We must receive the completed LOA forms from your employer within 30 calendar days of the start of your unpaid LOA.

    If we don’t receive the completed forms by this deadline, you will be deemed to have waived your coverage.

    Please contact your employer to arrange the completion of the LOA forms.

  • Can I switch my Healthcare and Dental Plans coverage to the PCH that I am now assigned to work at?

    Yes, provided the other facility also participates in the HEB Manitoba Healthcare and Dental Plans.

    We will work with you and your employers to switch your coverage to the PCH you are now solely working at.

    If you decide to switch your coverage, it will remain in place and you will not be able to move it back later.

    Please have your employer contact us so we can ensure a smooth transition of your coverage.

  • If I have Healthcare and Dental Plans coverage at the PCH where I am on an unpaid LOA, and at the PCH where I am now assigned to work, can I still have both coverages?

    Yes. To do this, you must prepay to maintain your coverage at the PCH where you are on the unpaid LOA.

  • If I have Life Insurance Plan coverage at the PCH where I am on an unpaid LOA, can I switch my coverage to the PCH where I am now assigned to work?

    No. However, you will have to option to prepay to maintain that coverage while you are on the unpaid LOA.

  • What will happen to my HEB Manitoba EAP coverage?

    You will continue to have access to EAP services while on an unpaid LOA.

  • What will happen to my HEB Manitoba Pension?

    You will have the opportunity to buy back missed service when you return to work.
