During the current postal disruption, Manitoba Blue Cross is not able to mail your MBC ID cards with the client and certificate numbers that are required to use your benefits.

You can get your client and certificate numbers by contacting Manitoba Blue Cross directly at 204-775-0151 or 1-888-596-1032 (toll-free) Monday to Friday from 8:00 am to 5:30 pm. You will be asked to verify your identity when you call. 

Please do not contact HEB Manitoba as we cannot provide this information.

Once you have your certificate and client numbers you can register for:

1. The mybluecross online portal. You can view and manage your coverage details and print you own Manitoba Blue Cross ID card.

2. The mybluecross mobile app. You can view and manage your coverage details and use your virtual card.

If you have coverage under another group plan, you may enrol in the HEB Manitoba Plan and coordinate benefits with the other plan. Or you may waive coverage in the HEB Manitoba Plan.

It is important to review the coverage offered under each plan carefully before you choose. The decision to waive or enrol must be made before the enrolment deadline and cannot be changed later.

• If you waive coverage now you are not eligible to enrol in the HEB Manitoba Plans until you lose coverage under the alternate plan. You must enol within 60 days of losing the alternate coverage.
• If you enrol now and coordinate benefits with your other plan, you cannot waive later. 

There are very limited conditions where you can waive coverage under the HEB Manitoba Plans.

If you enrol now and the HEB Plans are your only Healthcare and Dental Plans, you cannot waive coverage unless you later gain coverage under another group healthcare and/or dental plan.

If you enrol now and coordinate coverage with another plan, you cannot later waive coverage under the HEB Manitoba Plans.

There are two separate HEB Manitoba Plans – the Healthcare Plan, which includes the Healthcare Spending Account, and the Dental Plan.

If you are covered by another group dental plan, you can choose to waive coverage in the HEB Manitoba Dental Plan. However, you cannot waive coverage in the HEB Manitoba Healthcare Plan if you are not covered by another group healthcare plan.

The same would apply if you were covered by your spouse or partner’s group healthcare plan but did not have group dental coverage.

No. You must enrol according to your true family status. This means if you have a spouse/common-law partner and/or dependent children, you must enrol for family coverage.

You can only enrol for single coverage if you do not have a spouse, common-law partner, or dependent children.

Only your Dependant Orthodontic claims history will transfer to your HEB Manitoba Dental Plan.

Dependant Orthdontic coverage has a lifetime maximum, and you will not be eligible for a new lifetime maximum under our plan.

Your own regular and major claims history is not transferring. You will start with new maximums for the regular dental plan. 

No. You must enrol according to your true family status. This means if you have a spouse/common-law partner and/or dependent children, you must enrol for family coverage.

You can only enrol for single coverage if you do not have a spouse, common-law partner, or dependent children.

Eligible family members include your:

• Spouse: a person who is legally married to you.
• Common-law partner: a person who has continuously lived with you for at least one full year and whom you’ve represented as your partner.
• Dependent children.

The following are considered dependent children:

• Natural children.
• Legally adopted children.
• Stepchildren.
• Your common-law partner’s children, provided the children are living with you either full-time or in a shared custody arrangement.
• Children for whom you or your spouse/common-law partner are the legal guardian.

Children must be unmarried and financially dependent on you.

Coverage stops at the end of the month when the child turns 21.

Children under age 25 are eligible if they are unmarried and attend an accredited educational institution, college or university full-time, regardless of their employment status.

Children temporarily residing elsewhere while attending school are still considered eligible.

Children over 21 are eligible if they are unmarried and dependent on you because of a mental or physical disability, provided the disability began before age 21; or before age 25 if the child is a full-time student. 

List your spouse/partner and/or dependent children when you enrol. Make sure to check the box that says “Does not live in Canada” for each person who does not live in Canada.

It is important that you add them now, even if they do not currently live in Canada. This will help avoid delays in starting their coverage when they arrive in Canada.

Until they arrive in Canada, you will be enrolled for single coverage and pay single premiums.

Once they arrive, provide us with a copy of their provincial healthcare card within 60 days of their provincial health effective date.

If the copy of the provincial healthcare card is provided on time, your family members’ coverage will begin the first of the month following their provincial health effective date.

If you miss the 60-day deadline, their coverage will begin the first of the month after HEB Manitoba receives the copy of their provincial healthcare card.

List all eligible family members in HEB Manitoba’s secure member portal when you enrol. Make sure to check the box that says “Does not live in Canada” for each family member who does not live in Canada.

If you also have eligible family members living in Canada, their coverage will start when yours does. You will be enrolled for family coverage and pay family premiums from the start.

Your common-law partner is eligible for coverage if you have lived together for at least one year. You must list them when you enrol.

A common-law partner is not eligible for coverage until you have lived with them for a year. However, you must still list your partner when you enrol.

This will help avoid delays in starting their coverage once they become eligible (after you have lived together for one year).

Unless you have other eligible dependants, you will be enrolled for single coverage and pay single premiums until your partner becomes eligible for coverage. 

No. A former or separated spouse or common-law partner is not eligible for coverage. 

Eligibility is determined by your employer. Your employer has determined that you will be eligible for the Healthcare Spending Account on October 1, 2025 provided you have been employed for one full year.

If you are a current employee who has not been employed for one full year as of October 1, 2025, your employer will notify Manitoba Blue Cross when you become eligible (after one year of employment).

Your employer provides a Healthcare Spending Account of $1,250 for full-time CUPE/MGEU employees and $1,000 for part-time CUPE/MGEU employees.

This amount exceeds the amount provided for in HEB Manitoba’s current plan rules and is fully funded by your employer.

Benefits will not be prorated. If you are eligible for the HSA on October 1, 2025, you will be eligible for your full amount retroactive to January 1, 2025.
